Submission Guidelines
GUIDELINES FOR SUBMISSION OF REVIEW MANUSCRIPTS
Prospective authors are invited to submit original technical papers for publication in the IEEE DELCON 2026 Conference Proceedings and presentation at the Conference. Accepted papers, upon presentation and compliance with IEEE publication guidelines, will be published in IEEE Xplore.
Authors must submit their manuscripts via EDAS on or before the submission deadline. All manuscripts will undergo a double-blind peer review process for technical quality and scope by the Technical Program Committee. Please note that IEEE DELCON 2026 will strictly follow a double-blind review process. All submissions will be evaluated based on their quality, clarity, and relevance while maintaining author anonymity. Authors must ensure that their manuscripts do not reveal their identity, either directly or indirectly, while still providing sufficient context for related prior work, including their own. Papers not conforming to the double-blind submission policy will be rejected without review.

Guidelines for Preserving Anonymity in Double-Blind Submissions
To ensure fairness in the double-blind review process, authors must strictly adhere to the following anonymity requirements while preparing and submitting their manuscripts to IEEE DELCON 2026:
- Author Information:
Do not include author names, affiliations, or contact information on the title page or anywhere within the PDF manuscript submitted for review. This information must only be provided in the EDAS submission form. Author details will be added later to the final camera-ready manuscript upon acceptance. - Acknowledgments and Funding:
Omit any acknowledgments or funding source details that could reveal the authors’ identity in the review version. These details may be reintroduced in the final camera-ready submission after acceptance. - Project or Institutional Identifiers:
Avoid mentioning specific project titles, institutional names, or other identifiable information that could link the work to the authors through web searches or other means. - File Naming:
Exercise caution when naming your submission files. File names (for example, “Paper1_Delcon2026.pdf” or “AuthorNames_Main.dvi”) may become embedded in the final PDF as accessible comments and could inadvertently reveal the authors’ identity. Please ensure that all filenames are neutral and non-identifying. - Citing Previous Work:
Be careful when citing your own prior publications. Do not omit relevant references to maintain anonymity, as this may hinder reviewers from understanding the technical background. Instead, refer to your earlier work in the third person, as you would cite any other publication.
For example:- Instead of writing: “In our earlier work [11], we proposed an adaptive beamforming algorithm …”
- Use: “In a previous work [11], the authors proposed an adaptive beamforming algorithm …” or “Patel et al. [11] proposed an adaptive beamforming algorithm …”
- Public Disclosure:
To preserve the integrity of the double-blind review process, papers with the same title and abstract as the submitted manuscript should not be posted on any public repository (e.g., arXiv.org) or shared through public mailing lists prior to the completion of the review process.
During the initial manuscript submission through EDAS, it is the author’s responsibility to ensure that the names of all authors are correctly entered on the EDAS submission page and not included in the PDF manuscript. The EDAS registration must list all co-authors, not only the submitting author.
Failure to adhere to this requirement may lead to the withdrawal of the paper from the review process. Please note that once a paper is accepted, the author list cannot be modified in the final camera-ready version.
Manuscript Preparation and Submission Format
All submissions must be written in English and limited to a maximum of six (6) pages in length. Manuscripts should be prepared in PDF format, formatted in two columns with a minimum font size of 10 points, and must comply with the IEEE DELCON 2026 manuscript formatting requirements.
Authors are encouraged to use the standard IEEE conference templates (available in both LaTeX and Microsoft Word) provided under the Manuscript Templates for Conference Proceedings section on the IEEE website.
Before final submission, authors must verify the paper format through EDAS by clicking the Check Format icon under the Files section on the basic paper view page.
Please note that papers exceeding the page limit will not be accepted by EDAS and will not be considered for review.
All accepted and presented papers will be published in the IEEE DELCON 2026 Conference Proceedings and archived in IEEE Xplore, which is indexed in Scopus and Google Scholar.
Important IEEE Policy Announcement
The IEEE reserves the right to exclude a paper from distribution after the conference (including its removal from IEEE Xplore) if the paper is not presented at the conference.
Papers are reviewed on the condition that they do not contain plagiarized material and have not been submitted to any other conference or journal simultaneously (double submission). These matters are taken very seriously, and IEEE will take action against any author who engages in either practice.

Submitted papers must be unpublished and not currently under review for any other publication. Authors of accepted papers will be required to sign the IEEE copyright release form and present their paper at the conference.
Camera-Ready Paper Submission Guidelines
Detailed camera-ready paper submission guidelines for IEEE DELCON 2026 will be updated and announced later.
Authors of accepted papers will receive specific instructions regarding the final manuscript preparation, copyright submission, and presentation requirements once the review process is complete.
